Where Files Actually Go
This is the part most people skip. We monitored network traffic while using each tool.
iLovePDF uploads your files to their servers for processing. Their privacy policy states files are deleted after a set period (typically a few hours), but during that window your documents exist on their infrastructure. For most casual use this is fine. For sensitive documents, it is a risk you should know about.
SmallPDF also processes files server-side. They introduced a "processing on device" feature for some operations in their paid Pro plan, but the free tier sends files to their servers. They state files are deleted after one hour.
PDF24 processes server-side as well. They are a German company subject to GDPR, and they state files are deleted after processing. Their desktop application does work offline.
ToolBox uses pdf-lib, a JavaScript library that runs entirely in your browser. Your PDF files never leave your device. There is no upload, no server processing, and no temporary storage on anyone else's infrastructure.
