Two tasks that come up constantly
Most people meet this problem from one of two directions.
The first is having a pile of separate files that should really be one document. Five photos of a signed contract, a stack of scanned receipts for an expense claim, a folder of screenshots for a bug report, a few pages someone shot on their phone instead of using a scanner. Email clients and upload forms want a single PDF, not eight loose JPGs, and so you need to combine them in the right order.
The second is the reverse. You already have a PDF and you need the pages as images. A single page for a slide deck, a thumbnail of the cover for a website, a clean PNG of one diagram to drop into a doc, or every page as an image because the system you are pasting into does not accept PDFs at all.
Both are simple operations. The annoying part is almost never the conversion itself. It is what happens to your file along the way.

The quiet problem with most online converters
Search "JPG to PDF" or "PDF to JPG" and the first page is wall to wall converters. Most of them work the same way under the hood: you pick your file, it gets uploaded to a server somewhere, the conversion runs there, and you download the result. Some delete the file after an hour. Some say they do. You are trusting a sentence in a privacy policy with a contract, a payslip, an ID scan, or a medical form.
For a meme or a public flyer, that is fine. For anything with a name, an account number, or a signature on it, sending the file to a stranger's server to do a job your own browser can do is a bad trade. The conversion math is not hard. It does not need a data center.
Both of the tools below run entirely in your browser. The file is read from your disk into the page, processed on your own machine, and handed back as a download. Nothing is uploaded, so there is no server copy to leak, retain, or get subpoenaed. You can watch this yourself: open the tool, turn off your network, and it still works after the page has loaded.
Combining images into one PDF
The images to PDF tool takes JPG and PNG files and stitches them into a single PDF, one image per page. Drag a batch in, or click to browse and select several at once. You can mix JPG and PNG in the same document, so a folder with both formats is not a problem.
Order is the part people get wrong, so the tool makes it explicit. Each image shows up as a thumbnail in a numbered list, and the order in that list is the page order in the finished PDF. Top of the list becomes page one. Use the up and down arrows next to each thumbnail to shuffle them until the sequence is right, and the remove button to drop anything that snuck in by accident. There is no fixed limit on how many images you can add beyond what your browser's memory will hold, so large batches are fine, though very high-resolution photos in bulk will eat more memory than small scans.
Then there are the layout choices, and they matter more than they look.
Page size. A4 and US Letter give you a standard printable page, with each image centered on it. The third option, fit to image, makes every page exactly the size of the image it holds, so there is no surrounding whitespace at all. Use a standard page size when the result needs to print or sit alongside other documents. Use fit to image when you want an edge-to-edge result, like a photo book or a set of screenshots where the borders would just be wasted paper.
Orientation. On A4 or Letter you can force portrait, force landscape, or let it decide per image based on whether each one is wider or taller. The per-image automatic mode is usually what you want for a mixed batch, since a wide screenshot and a tall receipt each land the right way up.
Margins. None, small, medium, or large. None gives you a borderless result. A small or medium margin is worth it for anything you will print, since printers cannot reliably ink right to the paper edge and a margin keeps content from getting clipped.
Fit. Contain keeps each image at its real proportions and scales it to sit inside the margins, which is the safe default. Fill stretches the image to the margins, which can distort it if the aspect ratio does not match the page. Reach for fill only when you actually want edge-to-edge coverage and do not mind the stretch.
One thing worth knowing: combining images into a PDF does not re-encode or degrade them. Each JPG and PNG is embedded into the PDF using its original data, so a photo that went in sharp comes out sharp. The PDF is essentially a container wrapped around your images at their existing quality. That also means the file size of the PDF roughly tracks the combined size of the images you put in, which is the lead-in to the next point.
If the resulting PDF comes out heavier than you would like, run it through the compress PDF tool afterward, or shrink the source images first with the image compressor before you combine them. Compressing the images going in is usually the bigger win, since that is where the weight comes from.
Pulling images back out of a PDF
The PDF to image tool goes the other way. Load a PDF and it renders each page to a separate image you can download. This is the move when you need a page as a picture: a cover thumbnail, a single diagram for a slide, a preview image for a listing, or every page flattened to images for a tool that refuses PDFs.
Drop the PDF in and it reads how many pages it has. From there you have a few decisions.
Format. PNG or JPG. PNG is lossless and handles sharp text, line art, and diagrams cleanly, and it keeps transparency. JPG produces smaller files and is the better pick for photo-heavy pages where a little compression will not be noticed. When you choose JPG, a quality slider appears so you can trade file size against fidelity. PNG has no such slider because it does not throw anything away.
Resolution. This is the setting that decides whether the output looks crisp or soft, and it is worth understanding. A PDF page is rendered, meaning the page is drawn out into a grid of pixels at whatever size you ask for. The tool offers 1x, 2x, and 3x. Higher means more pixels, sharper detail, and a bigger file. 2x is the default and looks clean on most screens. Go to 3x when you will print the image or zoom into fine detail. Drop to 1x when you just need a small preview and want the file tiny. There is a ceiling on how much rendering work the tool will take on at once, so a long document at 3x may ask you to narrow the page range or lower the resolution to keep your browser from choking, which is a feature, not a fault.
Pages. Leave the range blank to convert the whole document, or type something like 1-3, 5, 8- to grab only the pages you need. An open-ended range like 8- means from page eight to the end. This saves a lot of time and memory when you only want the cover or one figure out of a fifty-page report.
When it finishes, each page shows up as a thumbnail with its own download button, so you can grab a single page on its own. If the PDF had more than one page, a download-all button bundles every rendered image into one ZIP archive with numbered filenames, so you are not clicking through pages one at a time.
There is one tradeoff to be clear about, because it surprises people. Rendering a PDF page to an image flattens it. A normal PDF made from text has a real text layer you can select, search, and copy. Once you turn that page into a PNG or JPG, the text becomes pixels. It will look identical, but you can no longer highlight a sentence or run a find on it, and a screen reader can no longer read it. That is fine when you genuinely want a picture of the page. It is the wrong move when what you actually need is the words.
If the goal is the text and not a picture of it, skip the image route entirely and use the PDF to text tool instead. It pulls the actual characters out of the document, which is what you want for copying a quote, feeding content somewhere, or making something searchable.
Picking the right settings without overthinking it
For combining images, the defaults get most jobs done. A4 with a small margin and contain fit produces a tidy, printable document where nothing is stretched or clipped. Switch to fit to image only when you specifically want borderless pages. Set orientation to automatic for any batch that mixes wide and tall images, and only force portrait or landscape when every image is the same shape and you want them uniform.
For pulling pages out, the question is what the image is for. Screen use, like a thumbnail or a slide, is happy at 2x. Anything you will print or zoom into wants 3x. Choose PNG for pages that are mostly text, diagrams, or screenshots, and JPG for pages that are mostly photographs, where the smaller file is worth the slight compression. And before you convert a hundred-page PDF at high resolution out of habit, set a page range, because you almost never need every page and your browser will thank you.
Both images to PDF and PDF to image do their work where the file already lives, on your own machine. For a receipt, a contract, a scan of an ID, or anything else you would not hand to a stranger, that is the difference that counts. The file stays with you, the conversion happens in front of you, and the only copy that exists when you are done is the one you chose to download.
